WHEREFORE, premises considered, the appealed decision is hereby declared VACATED and the entire records of these cases are hereby ordered remanded to the Regional Arbitration Branch VII for further proceedings. This petition also challenges the NLRCs May 29, 1992 Resolution denying the motion for reconsideration. The decision [5] vacated by the NLRC and penned by Labor Arbiter Gabino A.
