WHEREFORE, for gross neglect of duty amounting to conduct prejudicial to the best interest of the service and for gross insubordination, respondent Solomon E. Pechardo, Jr., Social Welfare Officer II, Office of the Clerk of Court of the Regional Trial Court of Malolos, Bulacan, is hereby DISMISSED from the service with forfeiture of all retirement benefits, except his accrued leave credits, [14] and with prejudice to reemployment in any branch or instrumentality of the government, including government-owned and controlled corporations. This dismissal shall be immediately executory upon service of a copy of this Decision on respondent. SO ORDERED.
