WHEREFORE , the complaint against respondent Judge Abraham D. Caña is hereby DISMISSED for lack of merit. Judge Roberto S. Javellana, on the other hand, is hereby held administratively liable for undue delay in rendering decisions and is ordered to pay a FINE of P 20,000, with a WARNING that a repetition of the same or similar acts in the future shall be dealt with more severely.
