Ruling

WHEREFORE , premises considered, the Petition is DENIED . The Court of Appeals' Decision dated August 29, 2018 and Resolution dated January 14, 2019 in CA-G.R. SP No. 149168 are AFFIRMED with MODIFICATION . The total monetary awards shall earn interest of six percent (6%) per annum from the date of finality of this Decision until full payment. SO ORDERED.
