WHEREFORE, this Office through the undersigned: x x x x (f) FINDS respondents ARNALDO M. ESPINAS, GEORGE S. CHUA, GREGORIO T. IPONG, WILFRED L. BILLENA, EDITA S. BUENO, and GENEROSO D.C. TULAGAN ADMINISTRATIVELY GUILTY of Grave Misconduct and Conduct Prejudicial to the Best Interest of the Service and metes upon them the penalty of DISMISSAL from the service, including all its accessory penalties of (a) cancellation of eligibility, (b) forfeiture of retirement benefits, (c) perpetual disqualification for re-employment in the government service and (d) perpetual bar from taking Civil Service examinations. SO ORDERED.
