WHEREFORE , in view of the foregoing, respondent Executive Judge Franklyn A. Villegas of the Regional Trial Court of Pagadian City, Branch 19, is hereby DISMISSED from the service with forfeiture of all retirement benefits excluding earned leave and vacation benefits, with prejudice to employment in any branch of the government or any of its instrumentalities including government-owned and controlled corporations. This Decision is immediately executory.
