WHEREFORE, the decision dated November 13, 2000, as well as the Order dated October 23, 2001 denying the motion for reconsideration of said decision, is hereby REVERSED and SET ASIDE. The respondent and all persons acting under his authority and/or in his behalf is hereby ordered to vacate the subject premises and to cease and desist from occupying the subject parcel of land, as well as from exercising any and all acts of possession and dominion over the same. SO ORDERED.
