WHEREFORE, viewed in the light of the foregoing, the Court finds accused RODEL VELASCO y LUZON guilty beyond reasonable doubt of the crime of Violation of Section 3, Presidential Decree No. 1866 as amended by Republic Act 9516. Accordingly, he is hereby sentenced to suffer the penalty of Reclusion Perpetua . SO ORDERED.
