WHEREFORE , the petition for review on certiorari is DENIED . The Court of Appeals decision and resolution in CA-G.R. CV No. 81882 are AFFIRMED with MODIFICATION as to interest rate. Petitioner Carlos A. Loria shall pay respondent Ludolfo P. Muñoz, Jr. P2,000,000.00 in actual damages, with interest of 12% interest per annum from the filing of the complaint until June 30, 2013, and 6% interest per annum from July 1, 2013 until full payment. [76] Let a copy of this decision be SERVED on the Office of the Ombudsman and the Department of Justice for their appropriate actions. SO ORDERED.
