WHEREFORE, in view of the foregoing, respondent Esteban P. Ayupan is hereby found guilty of gross neglect of duty, aggravated by unauthorized absences and absence without leave, and is hereby DISMISSED from the service, with the forfeiture of his leave credits and retirement benefits and with prejudice to his reemployment in any branch of the government or any of its agencies or instrumentalities, including government owned and controlled corporations. SO ORDERED.
