WHEREFORE, the Court finds respondent Judge Emerito M. Agcaoili GUILTY of gross ignorance of the law, gross inefficiency and manifest bias and partiality and imposes on him a FINE of Twenty Thousand Pesos (P20,000.00) with WARNING that repetition of similar acts will be dealt with more severely. SO ORDERED.
