WHEREFORE, premises considered, the petition is hereby GRANTED. The Decision dated July 13, 2010 of the Office of the Deputy Ombudsman for Luzon and its Order dated April 28, 2011 are hereby REVERSED and SET ASIDE and a new one entered ordering the reinstatement of petitioner Venancio G. Santidad with full back salaries and such other emoluments that he did not receive by reason of his removal[.] SO ORDERED.
