WHEREFORE , premises considered, the instant petition is GRANTED . The Decision of the Office of the President dated March 24, 2010 and its Order dated June 10, 2010 are hereby SET ASIDE . Accordingly, the complaint for the issuance of a cease and desist order plus damages with application for temporary restraining order filed before the House ( sic ) and Land Use Regulatory Board Region III is hereby DISMISSED . SO ORDERED.
