Ordinance No. 438 dated June 15, 2010 and resolution No. 850-2010 dated June 21, 2010 of the Sangguniang Panlungsod of Puerto Princesa City are both hereby DECLARED NULL AND VOID for being ultra vires and contrary to Section 28(b) of Commonwealth Act No. 186, as an1ended by Republic Act No. 4968. SO ORDERED.
