WHEREFORE , the Court hereby REVERSES and SETS ASIDE the Resolution dated August 15, 2000 of the Commission on Elections en banc declaring respondent Isagani B. Rizon as the winner in the May 11, 1998 elections. In lieu thereof, Court hereby PROCLAIMS petitioner William P. Ong as the duly elected mayor of the municipality of Baroy, Lanao del Norte in the May 11, 1998 elections, with a margin of twelve (12) votes.
