WHEREFORE , the January 30, 2013 Decision and the December 6, 2013 Resolution of the Commission on Audit is AFFIRMED with MODIFICATION in that the Social Security System and its officers are absolved from refunding the amount covered by Notice of Disallowance No. SSS-2007-02 (2004). SO ORDERED.
