WHEREFORE , respondent Laniel P. Jornada is hereby found GUILTY of grave misconduct and dishonesty for which he is ordered DISMISSED from the service with forfeiture of all his benefits, except accrued leave credits, and disqualified from reemployment in any government agency, including government-owned or controlled corporations. He is further ordered to return the amount of P12,500 to complainant within 10 days from receipt of this resolution. SO ORDERED.
