TL;DR — Ruling
WHEREFORE , the Decision dated August 28, 2014 and the Resolution dated March 9, 2015 of the Commission on Audit, Commission Proper, which upheld Notice of Disallowance No. 10-127(09) dated September 7, 2010 amounting to P5,127,523.00 are AFFIRMED WITH MODIFICATION in that the ZCWD Board of Directors shall be solidarity liable for the disallowed amount while the passive recipients shall be liable to return only what they had individually received. SO ORDERED.
