WHEREFORE , the petition is GRANTED . The assailed Decision dated December 14, 2015 of the Court of Appeals in CA-G.R. SP No. 140711 is hereby REVERSED and SET ASIDE . Since petitioners Manuel B. Agulto and Joselito C. Jamir have retired from government service, the Government Service Insurance System is ORDERED to give them their pension and other retirement benefits not received during the pendency of this case. SO ORDERED.
