WHEREFORE, we find respondent Judge Alejandro M. Velez GUILTY of Gross Inefficiency for failing to decide two (2) Motions for Summary Judgment in Civil Case No. 91-246 within the reglementary period and of Serious Misconduct for submitting falsified monthly certificates of service over a period of more or less five years. Accordingly, with due respect to the circumstances herein, a fine of Five Thousand Pesos (P5,000.
