WHEREFORE , in view of the foregoing, the Court GRANTS the petition for review on certiorari . The assailed July 1, 2015 Decision and December 3, 2015 Resolution of the Court of Tax Appeals En Banc are hereby REVERSED and SET ASIDE , and the January 29, 2014 and April 23, 2014 Resolutions of the First Division of the Court of Tax Appeals are REINSTATED . SO ORDERED.
