WHEREFORE, the decision appealed from is REVERSED and SET ASIDE and a new one ENTERED ordering the payment of his backwages from April 25, 2001 up to the finality of this decision and in lieu of reinstatement, he should be paid his separation pay from date of hire on May 2, 1994 up to the finality hereof. SO ORDERED.
