TL;DR — Ruling

WHEREFORE , in view of the foregoing, the Court finds: Presiding Judge Nicasio Bartolome (retired) GUILTY of GROSS NEGLECT OF DUTY for which he is meted a fine in the amount of Forty Thousand Pesos (P40,000.00), to be deducted from his retirement benefits; and Clerk of Court Milagros Lerey (retired) GUILTY of GROSS NEGLECT OF DUTY for which she is meted a fine in the amount of Forty Thousand Pesos (P40,000.00), to be deducted from her retirement benefits. SO ORDERED.
