WHEREFORE, IN VIEW OF ALL THE FOREGOING, this case is hereby dismissed for lack of jurisdiction. The dismissal, however, is without prejudice to the filing of this case to the proper court. The Motion for Reinvestigation filed by the movant is hereby considered moot and academic. SO ORDERED.
