WHEREFORE, premises considered and there being no new matters and issues tendered, We find no convincing reason or impressive explanation to disturb and reverse the Resolutions promulgated by this Commission in EPC 92-54 and SPA. 95-066. This Commission RESOLVES as it hereby RESOLVES to DISMISS the present petition. SO ORDERED.
