WHEREFORE , in view of the foregoing, the instant appeal is hereby DISMISSED and the assailed ruling of the Municipal Board of Canvassers of Silvino, Lubos, Northern Samar is AFFIRMED . Accordingly, the Board is hereby directed to immediately RECONVENE, COMPLETE the canvass and forthwith PROCLAIM the winning candidate for the contested mayoralty position. SO ORDERED.
