TL;DR — Ruling

WHEREFORE, in view of all the foregoing, respondent Sheriff IV John C. Ramos is hereby FINED the amount of Two Thousand (P2,000.00) Pesos, the said sum to be deducted from the Twenty Thousand (P20,000.00) Pesos ordered retained by the OCA-Financial Management Office out of the retirement benefits accruing to him.

WHEREFORE, in view of all the foregoing, respondent Sheriff IV John C. Ramos is hereby FINED the amount of Two Thousand (P2,000.00) Pesos, the said sum to be deducted from the Twenty Thousand (P20,000.00) Pesos ordered retained by the OCA-Financial Management Office out of the retirement benefits accruing to him. The remainder thereof shall be released to respondent upon finality of this Decision. SO ORDERED.
