WHEREFORE, we hold retired Judge Crispin C. Laron administratively liable for gross inefficiency for his undue delay in rendering decisions and orders and he is ordered to pay a FINE of Fifty Thousand Pesos (P50,000.00), to be deducted from the retirement benefits due him. The remainder of the withheld amount is ordered released to him.
