WHEREFORE , the instant consolidated petitions are GRANTED . The assailed Decision dated April 28, 2004 and Resolution dated July 1, 2004 of the Court of Appeals in CA-G.R. SP Nos. 71900 and 72132, affirming the subject Resolution dated February 26, 2002 and Orders of the Regional Trial Court of Quezon City, Branch 81, in Criminal Case Nos. Q-00-93291 and Q-00-93292, are REVERSED AND SET ASIDE . The Regional Trial Court of Quezon City, Branch 81, is directed to CANCEL the bail posted by accused Milagros E. Valerio and to order her immediate arrest and detention. SO ORDERED.
