WHEREFORE , the Sandiganbayan Resolutions dated March 28, 2003 and June 18, 2004 are hereby REVERSED and SET ASIDE . Accordingly, the 2 nd Division of Sandiganbayan is hereby DIRECTED to ISSUE the Writ of Preliminary Attachment prayed for by the Republic. No costs. SO ORDERED.
