TL;DR — Ruling

WHEREFORE , premises considered, the instant petition is hereby GRANTED . Accordingly, the Certificate of Candidacy filed by Gamal S. Hayudini as Mayor of South Ubian, Tawi-Tawi, in the 13 May 2013 elections, is hereby CANCELLED . The Office of the Deputy Executive Director for Operations is hereby directed to constitute a Special Board of Canvassers for the purpose of proclaiming the lawful winner for mayoralty position in South Ubian, Tawi-Tawi during the 13 May 2013 elections.
