WHEREFORE , the instant petition is hereby GRANTED . The decision and resolution of the NLRC in Injunction Case No. 00468-94 are REVERSED and SET ASIDE . Petitioner and private respondent are hereby directed to submit the issues raised in the dismissed notices of strike to grievance procedure and proceed with arbitration proceedings as prescribed in their CBA, if necessary.
