WHEREFORE, premises considered, the instant appeal is DENIED. However, the assailed Decision and Order are hereby REVERSED and SET ASIDE. In view of the discussion above, the Civil Registrar of Pasig City is DIRECTED to enter the surname "Libut" as the surname of Alrich Paul in his Certificate of Live Birth. Accordingly, the name of the father should be changed from "Allan D.

In view of the discussion above, the Civil Registrar of Pasig City is DIRECTED to enter the surname "Libut" as the surname of Alrich Paul in his Certificate of Live Birth. Accordingly, the name of the father should be changed from "Allan D. Fulgueras" to "Ariel O. Libut". From the foregoing, the Affidavit of Acknowledgment appearing at the back of Alrich Paul's Certificate of Live Birth shall now be disregarded. SO ORDERED.
