WHEREFORE , the petition is DISMISSED . The Decision No. 2012-230 dated December 5, 2012 and the Resolution dated December 6, 2013 of the Commission on Audit are AFFIRMED . The officers of Power Sector Assets and Liabilities Management Corporation, who approved and certified the disbursements totaling to P1,110,078.

WHEREFORE , the petition is DISMISSED . The Decision No. 2012-230 dated December 5, 2012 and the Resolution dated December 6, 2013 of the Commission on Audit are AFFIRMED . The officers of Power Sector Assets and Liabilities Management Corporation, who approved and certified the disbursements totaling to P1,110,078.89 claimed as business development expenses for 2008, are solidarily liable to refund the disallowed amounts, while all the recipients are liable to refund the amounts that they individually received. SO ORDERED.
