WHEREFORE, in view of all the foregoing, the petition is GRANTED and the assailed orders of the public respondent are declared NULL and VOID and are hereby SET ASIDE. This case is hereby remanded to the court a quo for further proceedings, specifically, to determine whether or not members of petitioner Prime Neighborhood Association, Inc., are actually in possession of subject property who are claiming right adverse to that of the original mortgagor. SO ORDERED.
