Accordingly, the Decision dated January 13, 2015 and the Order dated December 15, 2015 of the Regional Trial Court of San Jose, Camarines Sur, Branch 30 are REVERSED and SET ASIDE . The Orders dated October 28, 2014 and December 12, 2014, and the Resolution dated December 16, 2014 issued by the Sangguaning Panlalawigan of Camarines Sur are hereby REINSTATED . SO ORDERED.
