TL;DR — Ruling

WHEREFORE , premises considered, we hereby GRANT the petition and accordingly ANNUL the Sandiganbayan's Resolutions dated 22 June 2004 and 23 November 2004 in CRIM. CASE NO. 26916 entitled People of the Philippines versus Benjamin "Kokoy" Romualdez . The Sandiganbayan is hereby ORDERED TO PROCEED with the trial on the merits of the case on the basis of the Information filed.

SO ORDERED.
