WHEREFORE , premises considered, the PETITION FOR CERTIORARI is hereby GRANTED . COMELEC Resolution No. 96-2951 is hereby DECLARED NULL and VOID and accordingly SET ASIDE. The RESTRAINING ORDER heretofore issued is hereby made permanent.
