WHEREFORE, the petitions are hereby GRANTED. The Resolutions dated January 13, 2015 and November 22, 2016 of the Third Division of the Sandiganbayan are ANNULLED and SET ASIDE. The Sandiganbayan is likewise ORDERED to DISMISS Criminal Case Nos. SB-12-CRM-0129 and SB-12-CRM-0130, for violation of the Constitutional rights to speedy disposition of cases of petitioners Miguel D.
