WHEREFORE , respondent Judge Marcial M. Deray is found GUILTY of gross incompetence and inefficiency, gross misconduct and conduct prejudicial to the best interest of the service. Accordingly, he is DISMISSED from the service with prejudice to reemployment in any branch of the government or any of its agencies or instrumentalities, including government-owned and controlled corporations, and his retirement benefits, except accrued leave credits, are FORFEITED . SO ORDERED.
