TL;DR — Ruling

WHEREFORE , premises considered, the instant petition is GRANTED . The assailed Orders dated September 13, 2000 and October 31, 2000 of the Regional Trial Court of Malolos, Branch 9, are REVERSED and SET ASIDE. The RTC is ordered to enforce its Decision dated October 20, 1986 in accordance with its terms and conditions. SO ORDERED.
