WHEREFORE, the Petition is PARTIALLY GRANTED. The Decision No. 2012-119 dated July 17, 2012, of respondent Commission on Audit is MODIFIED in that the persons identified in Notice of Disallowance No. DAP-06-001-(04) are relieved of personal liability to refund the disallowed amount.

The assailed Decision is AFFIRMED in all other respects. SO ORDERED.
