Short Tille.- This Ordinance shall be known as the "No Garage, No Building Permil Ordinance of 2019 in Marikina (.lity ". SECTION 2, Declaration ol Policy.- It is hereby declared policy of the City Government of Marikina to require city residents and businesses to provide adequate garage facilities as a requirement on the issuance of a building permit for the construction of their structures in Marikina City. SECTION 3. Scope and Applicaion; Proof+f-Parking Space or Facilily.- Anyone who intends to construct a stnrcture shall be required to show proof like the presentation ofa building plan or blue print or an affidavit attesting to the availability of a permanent garking space or facility on his,4rer proposed construction as a requirement for the issuance ofa building permit. SECTION. 4. Show of Proof like Building Plan or Allidavit as a Prc-requisite for the Issuance of Building Permit- The building plan or blue print or the affidavit mentioned in Section 3 hereofwhich constitutes a proofofparking space or facility shall be considered as a /fF Ordinance No. 073 of Series 2019 Page 2 of 3 documentary requirement in securing a Building Permit from the city govemment regardless ol the zoning classification ofthe area where the building is to be constructed. SECTION 5. Communal Parking Lots.- Those with small lots and do not have the sufficient resources of building their own garages or parking facilities shall create their own communal parking lots either by using open and safe spaces, idle lands or within private properties suflcient in size to park vehicles provided it is with the permission ofthe property owner. SECTION 6. Repealing Clause.- All related ordinances, rules and regulations, or pa(s thereof that are inconsistent with the provision of this Ordinance are hereby repealed or modified accordingly. SECTION 7. Separability Clause-- The provisions of this ordinance are hereby declared to be separable and, ifany clause, sentence or provision of this ordinance or application thereof to any person or circumstances should for any reason be held invalid by a competent court, such invalidity shall not affect the other provisions or application ofthe Ordinance.
