ANCHETA Councilor JONAS MERVIN REYES WHEREAS, in adherence with the declared policy ofthe State to give priority to education and to promote the right of its citizens !o quality education, the City of Marikina has established perlinent programs that support Free &lucation to its resident: WHEREAS, the City Covemment of Marikina recognizes the need to provide opponunities to deserving Marikeflo to achieve higher leaming and develop expertise and knowledge panicularly in the field ofMedicine: WEEREAS, the City Govemment of Marikina likewise recognizes the need to continuously address the health and welfare of the Marikina Residents by producing competenr and qualified local Medical Practitioners that will suely s€rve Marikina City; WHERf,AS, many talented and inlellectually aapable collegiate graduates of ke-medical courses cannot pursue tlEir studies due to financial constraints. WHEREAS, in consonance with these objectjves the City Government ofMadkina is willing to provide assistance thru 'LIBRENG PAG-AARAL SA PAGDODOKTOR PARA SA MGA MARJKEftOS' to desewing residents of the City; Ordinance No. 078 of Series 2019 2 of Page WIIEREAS, Section 2 of Article XIV of the Constitution of the Philippines provides that the State shall; "(3) Establish und maintai a system tf scholarship ganls, slu..lent loan programs, subsides, a*l other incentires which shall be available to dercrwng students in b(rlh public dnd ptivale scfuxtls, especially to the kderyri.rileged: " WHEREAS, Section 458 (5) ofthe L{)cal Covemment Code of 1991 has likewise provided that, the Sargguiang Panlungsod, as the legislative body ofthe city shall enact ordinanc€s to; "(x, Iislablish u sclrolarship fund Jbr the poor bul deserving sludents in schools localed within its Jurisdicton orfor sludents resi.ling within the citl; " NOW THf,Rf,FORf,, Bf, lT ORDAINED AS lT IS IIEREBY ORDAINED by the CmY COUNCIL of MARIKINA, in session duly assembled, that: SECTION 1. Defrufioa: Botu Firlz Residenl Presently residing and voting at Ma.ikina City. Have graduated his/her Elementary and High School in any private or public school in Madkina City. Must be able to present his voters lD and should possess an gndorsement from the Barangay Offic€ as proof of his residency. Sf,CTION 2. The City Govemment of Marikina hereby gants scholarship for General Medicin€ Course. SECTION 3. The 'LIBRENG PAG.AARAL SA PAGDODOKTOR PARA SA MGA MARIKENOS" mentioned above may be availed by the gantee in the following schools with good reputation particular on Medical Courses and is duly accredited by the Commission on Higher Education: a. Pamantasan ng Lungsod ng Maymla b. Far Eastem University c. Emilio Aguinaldo College d. Manila Central University e University of Sto. Thomas i Fatima University g. University of the East h. Univ€rsity ofPerpetual Help System DALTA i. St. Lukes College ofMedicine 4. SECTION The 'LIBRENG PAG.AARAL SA PAGDODOKTOR PARA SA MGA MARIKENOS" scholarship progam gant will be limited to Five (5) slots per school year. SECTION 5. To be eligible to the scholarship gant the applicant must possess the following oualifications: a) Must passed the Entrance Examination for Medicine in the above mentioned schools. b) Must be a bona fide resident of Marikina c) Must be not be more than 30 years of ag€ upon gaduation from Pre-Medicine LOUIseS PAGDODOKTOR PARA SA MGA MARIKEiIOS" scholarship program glants. e) tlas obtained any Bachelor's Degree that is construed as Pre-medicine courses. Ordinance No. 078 of Series 2019 3 of Page 0 Has possed and endorsed by th€ Medical Scholarship Grant Secretarial and the Medical Scholanhip Board. g) Additional requirement may be stipulated in the formulated Internal Rules and Regulations of the Medical Scholanhip Grant Secretarial and duly approved by rhe Medical Scholarship Board. SECTION 6. Medical Scholanhip Board. There shall be M€dical Scholarship Board created and shall be composed of Chairman: Honorable City Mayor Chairman: Vic€ Honorable Vice Mayor Chairman on the Committee on Education of Sangguniang Panglun gsod The committee shall have the following functions and responsibilities: a) Approve applications for the Medical Scholarship crant selected by the Medical Scholarship Grant Secrerariat; b) Accept and decide appeals forwarded by the Medical Scholanhip Crant Secretariat; c) Approve the formulaled lntemal Rules and Regulations of the Medical Scholanhip Grant Secretariat. SECTION 7. Medical Scholanhtp Crunt Secretarlal - The Chairman of the Medical Scholarship Board shall appoint four (4) members ofthe Medical Scholarship Grant Secretariat and shall perform th€ functions and responsibilities as follows: a) Accept all applications for "LIBRENG PAG-AARAL SA PAGDODOKTOR PARA SA MGA MARIKEIiIOS" scholarship program; b) Review, evaluate and forward to the Medical Schola$hip Board the screened applications; c) Conduct interview of prospective scholar; d) Provide Career Orientation Program for interested applicants; e) Maintain all records and documents ofthe Schotarship Program; Monilor and evaluate the p€rformanc€ ofthe scholals; g) Monitoring the performance of the schola$ and Prepare documentation .epons p€r Semester to be submined ro the Selection Board: h) Accepts and determine merit of appeals by applicants and Medical Schola$hip Grantees and forward to the Medical Scholarship Boad; i) Formulate additional Intemal Rules and Regulations to be approved by the Medical Scholarship Board. SECTTON 8. 'LIBRENG PAG-AARAL SA PAGDODOKTOR PARA SA MGA -Ihe MARIKEFIOS" ,Ent rem"n and Conditions,- Medical Degree Scholarship Grant shall be subject to the following entitlement and conditions: a) The 'LIBRf,,NG PAG-AARAL SA PAGIX)DOKTOR PARA SA MGA MARIKEIIOS" scholanhip program grant amount per semester shall b€ det€mined by the Chairman ofthe Medical Scholarship Board. The said amount per semester may be used to cover his tuition, transportalion allowances, board and lodging allowances, uniforms, textbooks and other necessary supplies for his studies.+ Ordinanc€ No. 078 of Series 2019 4 of Page b) The scholar student shall also be entitled for a monthly allowance for One (l) year proper to b€ dstermined by the chairman ofthe Mcdical Scholarship Board. c) The scholarship program will not include the specialization Fogram ofthe Crrantee scholar. d) The scholar student shall cslry a full-load subjects [Er semester and should maintain an average grade or good rating in all his subjects. e) In the event the scholar student receives a failing grade in his subjecVs, he shall be terminaled to the program subject for appeal filed and endoned by the Medical Schola$hip Grant Secretariat to th€ Chairman ofthe Medical Scholarship Board. f) In case that there will be extension of every semester in the Medical Degree Coune program he shall extend one year of his service to b€ rendercd to the City Govemment ofMarikina. g) The scholar student shall have a good standing record and shall abide to the rules and regulations ofthe University/School that he will be enrolled. h) The scholar student must submit certified tue copies ofacademia records or grades to the Medical Saholarship Granr Secrstsriat at every end ofeach semesGr/term; i) The scholar student shall not engaged or involve himself in any form ofvice or any kind of unlat{ul acrivities inside and oulside the school. He should not be formally charged ofany criminal offense while he is studfing. j) Thc scholar student after graduation and completion of his intemship and passing the Medical Degree Professional Boad Examination, must render professional s€rvice to the City Govemment of Marikina for ar leasl two (2) years, 8:00am to 5:00pm r€gular work hous as Local Doctor. Additional entitlement and conditions may be stipulated in the formulated Intemal Rules and Regulations ofthe Medical Scholanhip Crant Secretariat. SECTION 9. Condnaing Medlcal Cou6es Sfr.dct rs.- The Medical Degree Scholarship Grant shall open for continuing medical cou$es students on their 2* to 4u year status. Same procrdure shall apply on rhe process oftheir application. SECTION 10. The lntemal Rules and Regulations will be preparcd by the Medical Scholarship G.ant Secrctariat with the approval ofthe Chaiman ofrhe Medical Scholarship Boad. ll. SECTION Mode of Receiving the GmnL- The gnnr shall be in the form of check named only afrer the school of the scholar where he is effolled thar will cover for the Tuition Fce and Miscellaneous Fee. In the event thal tuition fee and the misc€llaneous fees will be less than the amount determined by the Chairman ofthe Medical Scholarship Board the balance will be allocated for the Transportation, Board and Loddng Uniforms and other peninent allowances of the scholar and will b€ issued in rhe form ofcheck named after the scholar. However, in excass of the amount determined by the Chairman of the Medical Scholarship Board the amount exce€d€d will not covered by the grant. SECTION 12. Funding.- The amount necessary for this purpos€ shall b€ charged against rhe if funds of rhe School Board or to the General Fund of the Local Covemment of Marikina CiA aDDlicable. Sep$abilitf Clause- lf for any reason(s), any part of this Ordinance shall be held unconstitutional or invalid, other parts or provisions hereof which are not affected thereby shall continue to be in full forc€ and effect. SECTION 14. Elfectiily.- The Ordinanc€ shall take effect immediarely upon approval.
