WHEREAS, On March ll, 2020, the World Health Organization declared the
Coronavirus Disease 2019 (COVID-19) as a pandemic due to the rapid increase in cases
ol infection throughout the entire world;
WHEREAS, President Rodrigo Roa Duterte, through Proclamation No. 922, Series of
2020 declared a State of Public Health Emergency Throughout the Philippines and

ordered all local govemment units "render assistance and cooperation, and
mobilize the necessary resources to undertake critical, urgent, and appropriate response
and measures in a timely manner to curtail and eliminate the (COVID-I9) threat";
WHEREAS, it was also declared in Presidential Proclamation No. 929, Series of 2020
that the entire country is placed in a State of Calamity due to COVID-I9 for a period of
(6) months, unless lifted or extended as circumstances may warrant;
WHEREAS, despite the decreasing number of the COVID-19 cases in the City, there is
still a need to implement the minimum health protocol, as provided by the Department of
Health by reason of this pandemic:

WHEREAS, the extension of renewal period for business establishments will eliminate
congestion and avoid the spread ofthe virus;
WHEREAS, Section 167 of the Local Govemment Code of l99l provides that:
"SECTION 167. Time of Payment. - Unless otherwise provided in this
Code, all local taxes, fees and charges shall be paid within the first tttenty
(20) days of January or oJ each subsequent quarter, as the case may be.
The sanggunion concerned may,.for a justifiable reason or cause, extend
the time for pctyment ofsuch taxes, fees, or charges wilhout surcharges or
penalties, but only for a Period not exceeding six (6) months. "
NOW THEREFORE, BE IT ORDAINED AS IT IS HEREBY ORDAINED, bv the
SANGGUNIANG PANLUNGSOD of MARIKINA, in session duly assembled, that:
SECTION 1. The City Govemment of Marikina hereby extends the renewal of Business
Permits from January 20 to March 20,2021 without surcharges and penalties due to the
COVID- 19 pandemic.
SECTION 2. This Ordinance shall take effect upon approval.
