WHEREAS, Section l6 ofRepublic Act 7160 provides that every local govenment unit
shall exercise the powers, expressly granted, those nec€ssarily implied therefrom, as well
as powers necess.fy, appropriate, or incidental for its ellicient and effective govemance,
and those of which are essential to the promotion of the general welfarc. within their
respective territorial jurisdictions, local government units shall ensure and suppon,
among other things, convenience oftheir inhabitants;
WHEREAS, Section 458 (5) (viii) ol'the same Local Covemment Code vests in lhe
Sanggunian the authority to regulate the placing ol poles, and adopt measures to ensure
public safety against live wires, and other similar hazards to lif'e and property:
WHEREAS, the unbundling of cable wires by telecom and other public utility
companies results in dangling wires and "spaghetti" cables which have become not only
eyesores in the cityscape but, worse, have pose safety and health hazard in communities
as they may be source of fire, accident, and disastersi
NOW THEREFORE, BE IT ORDAINED AS IT IS HEREBY ORDAINED BY
THE CITY COUNCIL DULY ASSEMBLED lN SESSSION, that: -

SECTION l. Pemil Ior Ilnbundling of llires -Wires bundled by the City Engineering
Office shall not be unbundled by Telecom and other Public Utility Companies without
tirst securing a permit from the City Engineering Office;
SECTION 2. Unde akihg to Bundle wires To sen'ice clients' needs or fbr repair or
maintenance work, permit may be granted by the Cily Lngineering Oillce to lelecom and
Other Public Utility Cbmpanics, subject to the undertaking of said comPanies to bundle
wires therealler:
SECTION 3. Peralry Any telccom or public utility company lbund in violation ofthis
Ordinance shall be lined in the amount of Five Thousand Pesos (Php5,000.00), and shall
be required to bundle the dangling wires caused by their violation at their cost
