TL;DR — Ruling
WHEREFORE , IN VIEW OF ALL THE FOREGOING, the Court finds the accused JOEL PANCHO BIGCAS GUILTY beyond reasonable doubt of violating Section 3 (c) of Republic Act No. 3019, as amended, and hereby sentences the accused to suffer the indeterminate penalty of Six (6) Years and One Month as minimum, to Seven (7) years as maximum and perpetual disqualification from holding public office. SO ORDERED.
